American Recovery and Reinvestment Act of 2009 (ARRA)

ORSP and ARRA
On February 19, 2009, President Obama signed the Recovery and
Reinvestment Act (ARRA), which allocates $21.5 billion for
federal research and development over the next two years.
Details about how federal agencies will use these stimulus funds
continue to emerge. Please check back often for updated
information about funding opportunities and how ORSP's Project
Officers can assist you.

Reporting Requirements:
Federal Quarterly Reports: Research Finance will
be responsible for filing the Quarterly ARRA reports and will
gather and verify the majority of the data. For the
federal ARRA Quarterly reports, investigators
will be only be responsible for providing the "project status"
information, which should be submitted at least 5 business days prior to the
respective due date. Quarterly reports are due October 10, January 10, April 10

Annual Reports: PIs must still file annual scientific
progress reports directly to the funding agency; Research
Finance will also file the annual Financial Status Report. (FRS).

ORSP Internal Deadlines
ORSP requires a minimum of 3 business days prior to an
agency's deadline to review and successfully submit grant
applications electronically. Because of the system slow-downs at
Grants.gov we request that researchers have their completed
applications to ORSP well in advance of the agency's deadline.
Note: ARRA applications use the Grants.gov SF 424
e-forms (do not submit via InfoEd).
ORSP's Streamlined Process for Internal Routing and Approval
ORSP will use the NIH ARRA applications to pilot a new,
streamlined routing and approval process. Modeled on NIH's
just-in-time approach, the internal review process will bypass
the Health Center's IRB, ACC, and IBC preliminary reviews
(research projects involving human subjects, animals or
biosafety hazards must receive full approval prior to an award).
Proposals still require review and approval for salary and
space commitments prior to submission to NIH. Please complete
all information on the routing and approval form and attach the
following documentation:
- Research Abstract
- Detailed Budget
- Budget Justification (which must reflect the level of
commitment for senior and key personnel)
